Kathmandu, October 9. UCPN-Maoist has put forth a fresh condition for government formation. It said parties should be ready to address the demands of the Tharu and Madhesi movements by revising the provinces’ boundaries.

UCPN-Maoist leaders today visited CPN-UML Chair KP Sharma Oli’s Balkot residence right after a meeting of the party’s standing committee. They said the Maoist party has decided that a new government should be formed under UML leadership, and Nepali Congress should also join the government.

The Maoist party has already floated eight points for formation of a new government. A leader said they stressed the need to address Tarai-Madhesh movement politically.

On behalf of his party, UCPN-Maoist Vice-chair Narayan Kaji Shrestha put forth three conditions at the Balkot meet. He highlighted the need to address demands of Tharu and Madhesi movements politically.

He has proposed amending the decision to carve out seven provinces. Responding to a query from Oli, Shrestha proposed making Kailali a part of a province spanning from Nawalparasi to Bardiya and forming a highland province comprising hilly districts.

Shrestha reportedly said Oli should be ready to review the status of Jhapa, Morang and Sunsari districts.

A Maoist leader said, “We have raised the issue of province delineation. This issue should be addressed by amending the constitution before government formation. Otherwise, we will be forced to do a rethik.”

The UCPN-Maoist has proposed amending the constitution to ensure proportionate inclusive representation of all downtrodden classes and communities in all organs of the state.

UCPN-Maoist treasurer Haribol Gajurel said they forwarded an eight-point list to the UML. According to Gajurel, the UML said it is positive on the issue.
