२४ चैत, काठमाडौं । भारतले रक्सौलबाट काठमाडौं जोड्ने रेलमार्ग निर्माणका लागि सहयोग गर्ने भएको छ । प्रधानमन्त्री केपी शर्मा ओली र भारतीय प्रधानमन्त्री नरेन्द्र मोदीबीच रक्सौलबाट काठमाडौं जोड्ने रेलमार्ग निर्माणका लागि तत्कालै प्रारम्भिक सर्वे गरिसक्ने मोडालिटी तय गर्ने समझदारी भएको छ ।
अहिले रेल्वे विभागले वीरगञ्ज-काठमाडौं रेलमार्गको सम्भाव्यता अध्ययन गर्दैछ । यसलाई चाँडै सकेर अब भारतले रेलमार्गको सर्वे सुरु गर्नेछ ।
दुबै देशबीचको कनेक्टिभिटीलाई विस्तार गर्दै आर्थिक विकासलाई प्रवर्द्धन गर्न नयाँ विद्युतीय रेलमार्ग निर्माण गर्न दुबै प्रधानमन्त्री तयार भएको जानकारी परराष्ट्र मन्त्रालयले दिएको छ । दुई प्रधानमन्त्रीबीच पहिलो चरणमा भारतले रक्सौल काठमाडौं रेगमार्ग निर्माणका लागि एक वर्षभित्र प्ररारम्भिक सर्वे सक्ने समझदारी भएको हो ।
यो परियोजनाको आर्थिक पक्ष र मोडालिटी भने विस्तृत परियोजना प्रतिवेदन आएपछि मात्रै तय गरिने भएको छ ।
दुई प्रधानमन्त्रीबीच जनकपुर-जयनरग रेल्वे र जोगबनी-बिराटनगर रेल्वे सन् २०१८भित्रै सम्पन्न गरेर सञ्चालनमा ल्याउने सहमति पनि भएको छ । अहिले यी रेलमार्ग विस्तारको काम अन्तिम चरणमा छ ।
यी आयोजनाका लिंक रेल्वेलाइनका रुपमा रहेका जयनगर-बिजलपुरा-बर्दिबास रेल्वेलाइनलाई पनि प्राथमिकतामा राखिने भएको छ । यी आयोजनामा देखिएका जग्गा प्राप्तिका समस्यालाई छिट्टै समाधान गर्ने सरकार सहमति भएको छ ।
अहिले बर्दिबासमा जग्गा प्राप्तिमा ठूलो समस्या रहेको इन्जिनियर उपाध्यायले जानकारी दिए ।
‘हालका मन्त्रीले नै जग्गा अधिग्रहण गर्न नदिन चलखेल गरेका छन्,’ उपाध्यायले भने, ‘अब प्रधानमन्त्रीले नै प्रतिवद्धता गरेपछि छिट्टै समाधान हुन्छ होला ।’
दुई प्रधानमन्त्रीबीच अब नेपाल-भारत ज्वाइन्ट वर्किङ ग्रुपको बैठक नियमित बस्ने त्यसमा रेल्वे कनेक्टिभिटीबारे छलफलहरु गर्ने समझदारी पनि भएको छ । यो ग्रुपले दुई देशबीचका रेल्वेलाइनको आवश्यक्ताहरु पत्ता लगाउँदै निर्माण तथा सञ्चालनका लागि दुईपक्षीय मोडालिटीहरु टुंगो लगाउनेछ ।
यस्तै अब न्यु जल्पाइगुडी-काँकडभिट्टा, नौतनवा-भैरहवा, रुपैडिया-नेपालगञ्ज क्रस बोर्डर रेल्वे लिंकको सर्वे छिटो सकेर निर्माणमा जाने समझदारी पनि भएको छ ।
‘केरुङबाट काठमाडौंसम्म चीनले रेल ल्याउँछ, काठमाडौंबाट रक्सौलसम्म भारतले रेलमार्ग बनाउँछ,’ रेल विभागका बरिष्ठ इञ्जिनियर प्रकाश उपाध्याय भन्छन्,’यो भूराजनीतिक हिासवले पनि निकै महत्वपूर्ण हुनेछ । हामी दुबै छिमेकीको सम्बन्धमा समान दूरीमा छौं भन्ने सन्देश यसले दिनेछ ।’
उनका अनुसार रक्सौलसम्म कनेक्ट भएपछि सबै भारतीय रेलमार्गको नेटवर्कमा नेपाली रेल कनेक्ट हुनेछ । जसले नेपाललाई निकै लाभ मिल्नेछ । अहिले पनि रक्सौलबाट नेपालको भन्सारसम्म रेल चलिहरेको छ । अब काठमाडौंबाट जाने रेलललाई त्यसैमा जोड्न सकिने अपेक्षा छ ।
परराष्ट्र मन्त्रालयले दिएको जानकारी अनुसार प्रधानमन्त्री ओलीले यो परियोजनाको सर्वेका लागि नेपाल सरकारले सक्दो सहयोग गर्ने प्रतिवद्धता जनाएका छन् ।
यस्ता छन् रेल्वेबारे भएका चार समझदारी
- With the objective of expanding connectivity to enhance people-to-people linkages and promote economic growth and development, the Prime Ministers of India and Nepal agreed to construct a new electrified rail line, with India’s financial support, connecting the border city of Raxaul in India to Kathmandu in Nepal. As a first step, it was agreed that Government of India would, in consultation with the Government of Nepal, carry out preparatory survey work within one year, and the two sides would finalize the implementation and funding modalities of the project based on the Detailed Project Report. The Prime Minister of Nepal assured that the Government of Nepal will extend full cooperation for early completion of the requisite surveys for the new rail line.
- The two Prime Ministers appreciated the progress made in the implementation of Phase-I of the India-Nepal cross-border rail link projects. The two leaders noted that the stretch of railway lines from Jayanagar to Janakpur/Kurtha and from Jogbani to Biratnagar Custom Yard will be completed in 2018, and that work on the remaining stretch of the ongoing rail link projects: (a) Jayanagar-Bijalpura-Bardibas and (b) Jogbani-Biratnagar, will be taken forward on priority. India expressed appreciation for Nepal’s commitment to expeditiously resolve all outstanding issues, including land availability, for the ongoing rail link projects.
- The two Prime Ministers noted with appreciation that the India-Nepal Joint Working Group has been meeting regularly to discuss issues relating to operation of train services on the ongoing cross-border rail link projects. It was agreed that the JWG would identify requirements for operating train services on these cross-border rail links, and finalize the bilateral modalities expeditiously.
- The two leaders emphasized the importance of implementing the remaining three links under Phase-II of the India-Nepal cross-border rail link projects: (i) New Jalpaiguri-Kakarbhitta, (b) Nautanwa-Bhairahawa, and (c) Nepalgunj Road-Nepalgunj. Welcoming the ongoing Final Location Survey of the three links, the two leaders agreed to expedite completion of the remaining survey work.
