Kathmandu, October 9. UCPN-Maoist has concluded that a new government should be formed under leadership of CPN-UML and participation of Nepali Congress.

It may be noted that both NC and UML are staking claim on government leadership. The third largest party in the Parliament has sought a consensus government with majority support. It claimed gentleman’s understanding was reached while signing a 16-point agreement that elevated Nepali Congress President Sushil Koirala to Prime Minister.

Friday’s standing committee meeting of the Maoist party said a consensus government should be formed with understanding between major parties.

It said top leaders of four parties had reached an understanding on power sharing while signing a 16-point agreement. “The four parties had agreed that Sushil Koirala will head government until constitution promulgation and UML will replace him after that,” an office-bearer said. “We have called for formation of a government under UML leadership and participation from the Congress.”

While UCPN-Maoist and UML have claimed existence of a gentleman’s agreement, incumbent Prime Minister and NC President Sushil Koirala called it a farce during the NC Central Working Committee meeting yesterday.

UCPN-Maoist has floated eight conditions for its participation in a new government. Party treasurer Haribol Gajurel said the party will talk with Congress and UML based on these conditions.

The party has floated eight conditions by adding two more points – the peace process and the blockade –to its existing list of six conditions.

National independence is first on the Maoist list. The party has pledged to remain firm on national sovereignty, territorial integrity, independence and self-respect. It has promised to stand against foreign intervention and defend sovereignty and right to self-determination.

It has stressed the need to address political demands of Tharu, Madheshi and Janajati communities to a maximum possible extent by holding talks and by amending the federal constitution.

The party has emphasised the need to make the new constitution acceptable to a maximum number of forces and sides through talks, understanding, constitution amendment and revision. This will help strengthen national unity and create a conducive environment for implementation of the charter, it said.
